[2025-12-17]Employment Insurance Act Amendment Passed in Cabinet Meeting

The Ministry of Employment and Labor announced on the 16th that it had approved partial amendments to the Enforcement Decree of the Employment Insurance Act and the Enforcement Decree of the Employment and Industrial Accident Insurance Premium Collection Act at a Cabinet meeting. The amendments extend the period for paying substitute worker support for parental leave workers by up to one month and change the method to pay the full amount during the substitute worker’s working period.

Additionally, to promote reduced working hours for childcare, the upper limit of the standard amount for calculating reduced working hours benefits will be increased from 2.2 million won to 2.5 million won for the first 10 hours reduced per week, and from 1.5 million won to 1.6 million won for the remaining reduced hours. Due to the increase in the minimum wage next year, the lower limit of job-seeking benefits will exceed the upper limit, so the upper limit of the daily wage, which is the basis for calculating job-seeking benefits, will be raised from 110,000 won to 113,500 won.

As a result, the upper limit of job-seeking benefits will also increase from 66,000 won to 68,100 won per day. From next year, the newly promoted 4.5-day workweek support project (Work-Life Balance + 4.5 Project) will have some tasks such as recruitment and review entrusted to the Korea Labor Foundation, which has relevant expertise and networks.

In addition, the scope of materials that can be requested from related agencies regarding truck owners (hazardous material transporters) has been expanded.
