[2025-12-17]Anti-Corruption Measures and Conflict Resolution Plans Announced by ACRC

The Anti-Corruption and Civil Rights Commission (ACRC) plans to establish a government-wide collective complaint handling system next year, including the formation of a ‘Conflict Mediation Council’, to swiftly resolve collective complaints. Additionally, it aims to improve anti-corruption laws and systems to secure a place within the top 20 in the Corruption Perceptions Index (CPI). The ACRC reported this during its 2026 work report at the Sejong Convention Center on the 16th.

The ACRC announced three major strategies to realize the vision of the Lee Jae-myung administration, ‘A country where the people are the owners, a happy Korea together’. These strategies include proactive and field-oriented responses to resolve public grievances, system improvements based on public voices and rights protection through administrative appeals, and the improvement of anti-corruption laws and systems and the spread of a culture of integrity. Eleven key tasks were reported to achieve these strategies.

The ACRC plans to establish a government-wide collective complaint handling system, including the formation of a Conflict Mediation Council, and to integrate non-emergency consultation numbers into 110 to alleviate public inconvenience. Additionally, it plans to build an AI-based public rights platform and improve systems in daily life that the public can feel. It will also promote the activation of the national representative system in administrative appeals and the enhancement of the online administrative appeal system to protect the rights of the socially disadvantaged.

The ACRC plans to strictly handle corruption and public interest violations by improving anti-corruption laws and systems. It will promote the amendment of related laws to prohibit improper solicitation by public officials to the private sector, eradicate job performance following improper solicitation, and mandate the disclosure of private sector work activities by high-ranking public officials. Additionally, to spread a culture of integrity throughout society, it will focus on preventing leakage of public finances and strengthening integrity education for future generations by intensively inspecting high-risk areas.
