[2026-01-12]Urban Bow Incident Raises Concerns Over Public Safety

Chief Secretary Kang Hoon-sik mentioned the urban bow and arrow incident that occurred last week during the chief secretary’s meeting today (12th), pointing out that it was a very dangerous situation that could have led to casualties. He noted that there were citizens walking in the area at the time of the incident, and the Peace Statue was nearby. Although there were no casualties or damage to facilities, he emphasized the need to be aware of the dangers that threaten the daily lives of citizens.

Chief Secretary Kang particularly pointed out that while firearms, swords, and crossbows are strictly controlled, bows and arrows are classified as sports equipment and can be purchased and possessed without separate registration procedures. He emphasized that sports equipment that enhances national prestige on the world stage and tools that threaten citizen safety should not be managed under the same standards. Accordingly, he instructed the Ministry of Justice and the National Police Agency to comprehensively review the weapon management system and practices and promptly prepare necessary improvement measures.

Chief Secretary Kang also addressed the treatment improvement for soldiers who dedicated their youth to national security, stating that while complete compensation is difficult, unacceptable levels of treatment should be continuously improved. He mentioned efforts such as increasing sergeant salaries, supporting future preparation savings, and modernizing living quarters, but pointed out that compensation and environment for young people participating in reservist training are still insufficient.

Chief Secretary Kang also mentioned the rapidly increasing number of foreign residents in the country. As of November last year, there were 2.73 million foreign residents, accounting for 5.3% of the total population, and it is expected to exceed 3 million by the end of this year if the current trend continues. He emphasized the need for a more strategic and comprehensive review of immigrant policies in the face of unprecedentedly rapid low birth rates and aging population worldwide.
