[2025-12-18]Amendments to Employment Insurance Act and Collection Act Passed

The Ministry of Employment and Labor announced on the 16th that the Cabinet meeting approved partial amendments to the Enforcement Decree of the Employment Insurance Act and the Enforcement Decree of the Employment and Industrial Accident Insurance Premium Collection Act. The amendment extends the payment period for substitute workers for parental leave by up to one month and changes the method to pay the full amount during the substitute worker’s working period.

To promote the reduction of working hours for childcare, the upper limit of the standard amount for calculating childcare working hour reduction benefits will be increased from 2.2 million won to 2.5 million won for the first 10 hours reduced per week, and from 1.5 million won to 1.6 million won for the remaining reduced working hours. Additionally, due to the increase in the minimum wage next year, the lower limit of job-seeking benefits linked to the minimum wage will exceed the upper limit, so the upper limit of the daily wage, which is the basis for calculating job-seeking benefits, will be raised from 110,000 won to 113,500 won.

As a result, the upper limit of job-seeking benefits will also rise from 66,000 won to 68,100 won per day. Additionally, from next year, the new 4.5-day workweek support project (Work-Life Balance + 4.5 Project) will be able to entrust some tasks such as recruitment and review to the Korea Labor Foundation, which has relevant expertise and networks.

Furthermore, the scope of data that can be requested from related agencies regarding truck owners (hazardous material transporters) will be expanded.
