The Ministry of Planning and Budget and the Ministry of Science and ICT have decided to permanently operate an R&D Budget Council starting this year. This initiative aims to increase expertise and fiscal efficiency by expanding mutual participation in the process of allocating and adjusting R&D budgets. Previously, communication between ministries was mostly informal and at the working level, making systematic discussions on key issues difficult. To address this, a permanent council at the director-general level will meet monthly to discuss government R&D investment directions, expenditure efficiency, and new project reviews.
In 2024, Korea’s total R&D budget stands at 35.5 trillion KRW, with major R&D projects accounting for 30.5 trillion KRW (85.3%). The Science and Technology Innovation Headquarters prepares the initial allocation and adjustment plan, which the Ministry of Planning and Budget then finalizes. Moving forward, the Ministry will participate in in-depth reviews of R&D projects submitted by each ministry, conducted by expert committees under the National Science and Technology Advisory Council. The Science and Technology Innovation Headquarters’ opinions will also be reflected in the budget formulation process.
Both ministries have agreed to strengthen pre-consultation and joint review in the R&D budget formulation process. High-level consultations between vice ministers will further stabilize and institutionalize cooperation. This move addresses previous issues where divided roles led to fragmented budget procedures. The management system for new R&D projects will also be improved, with requests not reviewed by the Science and Technology Innovation Headquarters generally restricted.
These improvements will be applied starting with next year’s budget formulation. Only new projects deemed nationally important or urgent will be exceptionally allowed, subject to thorough review by advisory committees. The two ministries plan to continue close cooperation, respecting each other’s roles to ensure more efficient R&D investment. These changes are expected to enhance accountability, transparency, and contribute to the advancement of national science and technology.
The establishment of a permanent R&D Budget Council and revamped cooperation structure marks a significant institutional advancement for Korea’s research investment.
