[2025-12-19]Revised Airport Facility Standards to Enhance Safety

The Ministry of Land, Infrastructure and Transport announced a legislative review of partial revisions to the Enforcement Decree and Regulations of the Airport Facilities Act to strengthen safety standards and prevent bird strikes. The review period will run from the 18th to January 27 next year.

Under the revision, objects such as navigation safety facilities installed around runways must be made of breakaway materials. The applicable zones are clearly defined as the end safety area, the approach surface, and the clear zone. The criteria for breakaway materials will be determined by the Minister based on aircraft weight, speed, and object structure.

To prevent bird strikes, a long-term plan—the Bird Strike Prevention Basic Plan—must be established every five years, and airport operators must submit annual Bird Strike Risk Management Plans. Airports must also assess the risk level within a 13km radius each year. The composition of related committees will be expanded to include local governments, ground service companies, and bird experts.

The revision also clarifies staffing and equipment standards, requiring a minimum of four dedicated personnel per airport for bird strike prevention and specifying the types of major prevention equipment.
