[2025-12-19]Ministry of Interior and Safety Announces Key Policy Directions for Next Year

The Ministry of the Interior and Safety plans to establish the ‘(provisional) Citizens’ Participation Basic Act’ next year and build a citizen communication platform called ‘(provisional) Everyone’s Square’ to systematically collect public opinions and suggestions. To commemorate the spirit of citizens who defended the constitutional order during the recent emergency martial law incident, the ministry will designate ‘(provisional) National Sovereignty Day’ and issue certificates after public consultation. The ministry also plans to resume the commendation of contributors to democratic development, which was suspended after 2023, in June next year.

In addition, to overcome the one-sided concentration in the Seoul Capital Area, the ministry will fully support the launch of an integrated special city with a high degree of autonomy. It will strengthen institutional support for the transfer of national tasks to special self-governing provinces to establish a multi-polar system centered on five metropolitan areas and three special cities. Customized special measures will also be expanded for the three special self-governing provinces of Gangwon, Jeonbuk, and Jeju.

The ministry presented the ‘Major Task Implementation Plan of the Ministry of the Interior and Safety’ containing these contents at the Government Sejong Convention Center on the 17th. In particular, 2026 is an important year for the second year of President Lee Jae-myung’s administration, where substantial achievements must be made. The ministry presented three major policy directions, five key tasks, and two plus tasks to realize the goal of ‘a government that adds to citizens’ lives and is a reliable and happy safety ministry.’

The key tasks include: 1) Completion of ‘Nation of Citizens’, 2) Realization of ‘AI Democratic Government’, 3) Creation of ‘Vibrant Local Areas’, 4) Cultivation of ‘Warm Community’, and 5) Protection of ‘Everyone’s Safety and Life’. The plus tasks are: 1) Nurturing a ‘Robust Economy’ and 2) Establishing a ‘Safe Winter Preparedness System’.
