[2025-12-17]SMEs Ministry Pays 391.6 Billion Won for November’s Sangsaeng Payback

The Ministry of SMEs and Startups announced that it paid 391.6 billion won for the November portion of the ‘Win-Win Payback’ on the 15th, with a cumulative payment of 1.1072 trillion won from September to November. The Win-Win Payback is a project that refunds 20% of the increase in monthly card spending compared to the previous year’s monthly average spending to digital Onnuri gift certificates for citizens aged 19 and older.

Since the application started on September 15, a total of 14.95 million people have applied by December 14, and the Win-Win Payback ranked second in the news section of Google Korea’s ‘Year in Search 2025’. A total of 391.6 billion won was paid to 6.5 million people whose November card spending increased compared to the previous year’s monthly average, with an average payment of 60,276 won per person.

Additionally, 72.6 billion won was retroactively paid to 1.3 million people who had increased spending in September and October but applied after November 10 and missed the second payment. The total increase in card spending for Win-Win Payback recipients from September to November was 12.0356 trillion won compared to the previous year’s monthly average.

The digital Onnuri gift certificates can be used at over 170,000 affiliated stores nationwide, including restaurants, cafes, and more in traditional markets and neighborhood businesses. The Win-Win Payback can be applied for until December 31, and up to 30,000 won can be refunded for the increase in December spending.
