[2025-12-17]Awards for Outstanding Public Ethics Institutions and Contributors

The results of an inspection of the overall operation of public service ethics systems, including property registration, review, employment restrictions, and blind trust of stocks, were announced to realize a trusted public service society. On the 16th, the Ministry of Personnel Management held the ‘2025 Public Service Ethics Workshop’ at the Government Complex Sejong, awarding nine excellent institutions and 15 meritorious individuals who contributed to establishing clean and transparent public service ethics.

This year, a total of 289 institutions, including 46 central administrative agencies, 17 metropolitan governments, and 226 local governments, were inspected, and six excellent institutions, three excellent case institutions, and 15 meritorious individuals were selected. The excellent institutions for operating the public service ethics system were the Rural Development Administration, National Tax Service, Korea Customs Service, Gyeongsangnam-do, Ulsan Metropolitan City, and Busan Metropolitan City. The meritorious individuals included Jeong Seong-hoon from the Rural Development Administration, Ahn Seong-yong from Gyeongsangnam-do, and Park So-yeon from Bupyeong-gu, Incheon.

The excellent case institutions selected through the case competition were Gyeongsangnam-do, Tongyeong-si in Gyeongsangnam-do, and Gyeonggi-do. The case competition selected the best cases through expert reviews and an online public vote. At the workshop, Gyeongsangnam-do shared its efforts to spread awareness of public service ethics using the employee portal that staff access daily.

Tongyeong-si operated a ‘core personnel system’ to provide one-on-one consultations for those who find it difficult to use the system. Gyeonggi-do was highly evaluated for establishing additional verification procedures before appointing public service ethics committee members to apply strict moral standards. Kim Seong-hoon, Deputy Minister of Personnel Management, emphasized the importance of continuously improving the public service ethics system and fair and clean operation to meet public expectations.
