[2025-12-14]Ministry of Land to Start Construction of 50,000 Homes in Seoul Metropolitan Area Next Year

The Ministry of Land, Infrastructure and Transport announced that it will start construction of over 50,000 homes in public housing sites in the metropolitan area next year and begin the first move-in for the third new town. Additionally, as a measure to revitalize local areas, the ministry will announce a second relocation plan for public institutions next year and start immediate relocation from 2027, while significantly expanding local transportation infrastructure such as roads, railways, and airports to realize the ‘5+3 mega-regional zones’.

On the 12th, the Ministry of Land, Infrastructure and Transport reported on the ‘5 major areas and 10 major projects’ to be promoted next year under the theme of ‘Reorganizing the Land, Reconnecting the Path of Growth’ at the Sejong Convention Center. Minister Kim Yoon-duk emphasized the need for special measures to save local areas as the concentration in the metropolitan area has reached its limit. Therefore, the second relocation of public institutions is set as the top priority for balanced growth, with plans to prepare the relocation plan in 2026 and start immediate relocation from 2027.

To stabilize the housing market, the ministry plans to start construction of over 50,000 homes in public housing sites in the metropolitan area next year and begin the first move-in for the third new town. For low-income citizens, at least 1.1 million public housing units will be supplied over five years, and at least 152,000 public rental housing units will be provided to reduce housing costs. Additionally, to guarantee housing rights, the ministry will actively promote the reconstruction or remodeling of old public rental housing.

The ministry also expressed its determination to create a safe and fair Korea. To strengthen construction safety, it will enact the ‘Special Act on Construction Safety’ that clearly assigns safety management duties to each party, and focus on aviation safety by improving airport facilities and increasing air traffic controllers. The ministry will also quickly transfer the Aviation Accident Investigation Board to the Prime Minister’s Office and continue to communicate with and support the families of the 12.29 passenger plane crash victims.
