[2025-12-12]Ministry of Land to Start Construction of 50,000 Homes in Seoul Metropolitan Area Next Year

The Ministry of Land, Infrastructure and Transport announced that it will start construction of over 50,000 homes in public housing sites in the Seoul metropolitan area next year and begin the first occupancy of the third new town. Additionally, as a measure to revitalize local areas, the ministry will announce the second relocation plan for public institutions next year and start immediate relocation from 2027, while significantly expanding local transportation infrastructure such as roads, railways, and airports to realize the ‘5 poles and 3 special ultra-wide areas’.

On the 12th, the Ministry of Land, Infrastructure and Transport reported the ‘5 major areas and 10 major projects’ to be focused on by the people’s sovereignty government next year at the Sejong Convention Center under the theme ‘Reorganizing the land, reconnecting the path of growth’. Minister Kim Yoon-deok emphasized that special measures are needed to save local areas as the concentration in the metropolitan area has reached its limit. Accordingly, the second relocation of public institutions is set as the top priority for balanced growth, with plans to be prepared in 2026 and immediate relocation starting in 2027.

To stabilize the housing market, the ministry plans to start construction of over 50,000 homes in public housing sites in the metropolitan area next year and begin the first occupancy of the third new town. For homeless citizens, at least 1.1 million public housing units will be supplied over five years at reasonable prices for long-term residence, and at least 152,000 public rental housing units will be supplied to reduce housing costs. Additionally, to guarantee housing rights, the ministry will actively pursue the reconstruction or remodeling of old public rental housing.

The ministry also expressed its determination to create a safe and fair Korea. To strengthen construction safety, it will enact the ‘Construction Safety Special Act’ to clearly assign safety management duties to each entity, and focus on improving airport facilities and increasing air traffic controllers for aviation safety. In particular, the ministry will swiftly transfer the Aviation Accident Investigation Committee to the Prime Minister’s Office and continue to communicate with and support the families of the victims of the December 29 passenger plane crash.
