The revised standards will be implemented from January 1, 2026. This amendment focuses on improving quality and safety assessment due to issues with the construction quality of public housing and bid collusion in construction project management services, while also reducing the burden on small companies in preparing for evaluations.
To ensure construction quality and safety, the scope of demerit points applied for poor design, construction, and safety violations will be expanded. For fair reviews, proposals, presentations, and interviews will be conducted anonymously to prevent bias, and a new demerit point category for violations of anonymity will be introduced.
To alleviate the burden on small businesses, the scope of projects eligible for pre-evaluation price bidding execution will be increased from those under 500 million won to those under 1 billion won. This will significantly reduce the paperwork burden for small companies involved in small-scale design service bids. Additionally, criteria for calculating the new employment rate will be improved, allowing newly established companies less than a year old to earn additional points for new hires.
Kang Shin-myeon, head of the Technical Services Bureau, stated that the amendment aims to ensure the quality and safety of construction projects directly related to people’s lives, and enhance the fairness and rationality of the system’s operation. He also mentioned that the PPS will continue to improve the system by carefully reviewing issues that arise during its operation.
