The Human Resources Development Service of Korea (HRD Korea) has been operating the ‘Flexible Corporate Training Management System’ since the second half of 2022. By October 2025, 393 companies and 364,628 trainees have participated in 12,603 training courses under this scheme. The key feature is that companies only need to get approval for their annual training plan, eliminating the step-by-step approval process for each training stage.
HRD Korea conducted a ‘Flexible Corporate Training Management System Performance Analysis Study’ to quantitatively confirm its impact. The study found reductions in administrative workload and time for each course approval process, increased autonomy in corporate training, and enhanced predictability and systematic management of overall training operations. The administrative workload for traditional employer training was 16.14 hours, whereas for the flexible system, it dropped to 4.78 hours.
Companies have responded positively to the allowance of short-term training and non-face-to-face interactive training under the flexible system. Short-term training minimizes operational interruptions, enables timely execution of employee job training, and allows for repetitive reminder training. Non-face-to-face interactive training compensates for the shortcomings of group education, reduces training costs, and meets high demand and satisfaction post-COVID.
The flexible system caters to diverse training needs promptly, contributes to reducing training costs, and shows higher satisfaction among SMEs compared to large corporations. Chairman Lee Woo-young emphasized listening to the voices from industrial sites and opening an era of lifelong vocational skill development.
