Overview
On May 25, 2026, South Korea announced three citizen-focused policy improvements: easing health insurance installment payment rules, launching an integrated water management body, and digitizing vacant house demolition applications.
1. Health Insurance Installment Payment Rules Eased
The Ministry of Health and Welfare announced five “So-hwak-sin” (small but certain administrative innovation) tasks. The key change lowers the threshold for installment payment of year-end health insurance settlement charges from exceeding one full month’s premium to exceeding the minimum premium (KRW 20,160/month). Effective July 2026. The maximum installment count for deferred premiums also rises from 10 to 12.
2. Integrated Water Management Body Launched
The Ministry of Climate and Environment established an Integrated Water Management Council under the National Water Management Commission. Korea Water Resources Corporation (K-water), the Korea Environment Corporation, and research institutes will coordinate flood, drought, and water quality responses under a unified governance framework.
3. Vacant House Demolition Applications Go Online
The Ministries of Agriculture and Land jointly announced that vacant house demolition support applications can now be submitted online. With 1.5 million vacant houses nationwide, faster digital processing should accelerate clearance and support regional revitalization.
