The Personal Information Protection Commission (PIPC) announced a major shift toward risk-based preventive data management. President Lee Jae-myung attended the 17th anniversary memorial for former President Roh Moo-hyun before visiting a traditional market in Gimhae to hear from merchants and citizens about the cost of living.

② PIPC Announces Risk-Based Preventive Privacy Management Framework
The Personal Information Protection Commission unveiled a new prevention-centered personal data management system at the Economic Ministers’ Meeting on May 22. The plan responds to rapid growth in AI, platform, and cloud services that have expanded both data processing scale and breach risk across industries.
- Risk-tiered management: Sectors classified into high, medium, and low risk groups for differentiated oversight
- 2026 high-risk focus sectors: Platforms, financial institutions, public agencies, edutech, care hospitals
- Privacy by Design (PbD) institutionalization: Protection embedded from planning and design stages
- CPO registration mandate: From September 2026, companies must register Chief Privacy Officers
- Incentives: Penalty reductions for entities implementing additional protective measures
- New tech coverage: IoT devices and agentic AI included in proactive inspection scope
③ President Lee Attends Roh Moo-hyun Memorial, Visits Gimhae Traditional Market
President Lee Jae-myung and First Lady Kim Hye-gyeong attended the 17th anniversary memorial service for former President Roh Moo-hyun at Bongha Village in Gimhae on May 23. Before the ceremony, they held a private meeting with Roh’s widow Kwon Yang-suk and former President Moon Jae-in and his wife, during which the sell-out of the National Growth Fund on its first day was discussed.
After the memorial, President Lee made an unannounced visit to Gimhae’s Oidong Traditional Market, where he interacted with merchants and citizens. He personally checked the price of peaches (30,000 won) at a fruit stall, sampled fried snacks, and purchased rice cakes and corn. One merchant asked him to “cheer us on so business picks up,” while a citizen urged him to “listen more to the voices of the vulnerable.”
