[2025-12-19]Ministry of Industry Promotes Regional Growth and AI Transformation

The Ministry of Trade, Industry and Energy (MOTIE) announced its 2026 business plan focusing on three major policy directions: region-centered economic growth, AI-driven transformation of manufacturing, and a new trade strategy to maximize national interests. It plans to prioritize regional economic revitalization and corporate vitality by supporting ‘5 Core + 3 Special Growth Engines’ and expanding AI factories nationwide.

To boost regional economies, MOTIE will select ‘5 Core + 3 Special Growth Engine’ industries by February next year and provide comprehensive support in regulation, talent, finance, innovation, and funding. It also plans to expand regulatory-free zones, support talent development through nine regional national universities, and consider introducing a special subsidy modeled after the U.S. Inflation Reduction Act.

MOTIE will accelerate the convergence of manufacturing and AI (M.AX) through the ‘M.AX Alliance’ involving over 1,000 industry-academia-research entities. The plan includes expanding AI factories to 500 by 2030, establishing 15 collaborative AI models for large, medium, and small enterprises, and building 13 AX demonstration industrial complexes. Strategic initiatives for semiconductors, batteries, automobiles, shipbuilding, and biotech were also outlined.

To expand into global markets, MOTIE will operate a $200 billion U.S. investment fund, pursue project-based FDI attraction, and consider joining the CPTPP. It will diversify exports through cooperation with emerging partner countries, supply 275 trillion won in trade insurance, and respond proactively to unfair trade practices and trade barriers.
