[2025-12-19]Special Law Proposed to Boost Modular Construction

The Ministry of Land, Infrastructure and Transport announced that it will hold a public hearing on the 18th regarding the draft ‘Special Act on Supporting the Activation of Modular Construction.’ The bill aims to establish legal grounds and institutional measures to promote modular construction.

Modular construction is a new technology that involves manufacturing major structural components in factories and assembling them on-site. It allows a 20-30% reduction in construction time and fewer high-altitude operations, making it safer. However, current construction regulations, which are site-centered, have hindered its activation.

The special act defines modular construction for the first time in legal terms and establishes the basis for a five-year basic plan, a one-year implementation plan, and the creation of a modular construction advisory committee. It also includes applying standardized criteria to the public sector first and designating promotion zones for pilot projects.

To ensure quality, the ‘Modular Production Certification System’ and ‘Modular Building Certification System’ will be introduced. Incentives and regulatory exemptions will be granted to certified modular buildings. The ministry plans to proceed with the legislative process promptly after reviewing public hearing feedback.
