[2025-12-19]Government Unveils Comprehensive Plan to Elevate Venture Sector

The South Korean government has unveiled the ‘Comprehensive Strategy for Becoming a Global Venture Powerhouse,’ placing venture companies at the center of the national growth strategy. The plan aims to nurture 10,000 AI and deep-tech startups, create 50 unicorns and decacorns, and attract 40 trillion won in annual venture investments.

The government will strategically allocate a portion of approximately 50,000 GPUs to support R&D and demonstration projects by startups. Centered on six strategic industries—AI, biotech, content & culture, defense, energy, and advanced manufacturing—it plans to foster 10,000 startups by 2030. A ‘Next-Generation Unicorn Discovery and Nurturing Project’ will provide up to 100 billion won per company, with a total of 13.5 trillion won in funding.

To support the global expansion of K-ventures, startup campuses will be established in key innovation hubs including Silicon Valley, Tokyo, Singapore, London, and New York, while a global startup hub will be built in Seoul. A ‘Startup One-Stop Support Center’ will be created to provide integrated support for legal, tax, management, and regulatory issues throughout the startup process.

A ‘Comeback Support Headquarters’ will be newly established to promote a culture of second chances, with 1 trillion won in comeback funds to be raised by 2030. Guarantees will also be newly provided to entrepreneurs who have defaulted but are restarting ventures. To enhance regional innovation, 10 regional startup cities and startup parks will be expanded, and a 3.5 trillion won regional growth fund will be created through mother funds.
