[2025-12-19]Government Announces Hyper AI Network Strategy for AI Highway Construction

The South Korean government has unveiled the ‘Hyper AI Network Strategy’ to comprehensively upgrade the nation’s network infrastructure in preparation for the AI era. This strategy aims to establish a world-class, high-performance, and intelligent network by enhancing 6G technology, expanding AI-based base stations, and increasing submarine cable capacity. The initiative is designed to support the government’s top policy priorities of completing an AI superhighway and advancing the country toward becoming an AI G3 powerhouse.

The plan includes several key initiatives to modernize mobile, wired, and international communication networks by 2030. These include transitioning to standalone (SA) 5G by next year, launching Pre-6G demonstration services by 2028, and initiating full 6G commercial services around 2030. Additionally, the government plans to deploy over 500 AI-RAN (AI Radio Access Network) units nationwide by 2030, which will support efficient, low-power communication and edge AI infrastructure. The backbone network will quadruple its capacity by 2030, and fiber internet coverage will expand to 98% of households.

To strengthen international connectivity, South Korea will double its submarine cable capacity from 110Tbps to over 220Tbps by 2030 and diversify landing points to improve stability. In parallel, the country will advance low Earth orbit (LEO) satellite communication through a major project from 2025 to 2030, investing 320 billion won to secure core technologies and promote global supply chain participation. A feasibility study for an independent satellite communication network involving public, private, and military sectors will begin next year.

The strategy also targets global leadership in the 6G and AI network industry, aiming for a 20% share of the global market and cultivating five global companies with over 500 billion won in revenue by 2030. To achieve this, the Ministry of Science and ICT will focus on securing cutting-edge technologies, including next-generation 6G standards and AI-driven network automation. Investment in network R&D will increase to 290 billion won next year, and supportive policies such as tax incentives, frequency allocation, and the introduction of a low-power base station certification system will be implemented. The ministry will also support domestic companies in global market expansion and promote talent development and international standardization.
