[2025-12-13]Ministry of Science and ICT to Develop Top 10 AI Model

The Ministry of Science and ICT plans to develop an independent AI foundation model that ranks among the top 10 in the world next year, and establish AI colleges and AX Innovation Research Centers centered around the four major regional science and technology institutes. Additionally, they will promote the AI Co-Scientist, the national challenge ‘K-Moonshot,’ and the fostering of strategic technologies such as bio and quantum.

On the 12th, the Ministry of Science and ICT reported next year’s work plan to the President at the Sejong Convention Center. This report aims to concretize the national agenda of becoming one of the top three AI countries and realizing a strong science and technology nation. Based on the achievements of AI and science and technology since the launch of the people’s sovereignty government, they have prepared four strategies and twelve key tasks to bring about tangible changes and results that the public can feel next year.

The Ministry of Science and ICT has been upgraded to a vice-ministerial organization, and a Science and Technology Ministers’ Meeting chaired by the Deputy Prime Minister for Science and Technology AI has been established, completing the governance of science and technology and AI policy and execution. They have also allocated the largest-ever budget for science and technology and AI, laying the foundation for becoming a global science and technology powerhouse and entering the AI era. Next year, they will fully operate this governance, and quickly promote science and technology-based industrial innovation, the fostering of future new industries, and the resolution of national challenges through public-private cooperation.

The Ministry of Science and ICT will also reform government R&D to focus on cooperation and performance. They will promote national leading projects that support the rapid demonstration and public procurement of new products applying innovative technologies through inter-ministerial and private cooperation, forming an initial market. They also plan to expand collaborative technology commercialization R&D that removes boundaries between ministries to create unicorn companies.
